Amy Antonucci President
Amy Antonucci has proudly served as a Police Officer since March 17, 2006. She has been an active member of the West Milford PBA Executive Board since 2010, holding multiple positions over the years, including Secretary, Treasurer, and, since June 2021, President.
In addition to her patrol duties, Amy serves in Community Policing, works as a LEAD Officer, is a Hostage Negotiator, and is one of the department’s two Resiliency Officers. She is especially passionate about working with the youth of the township, and counts delivering a baby on May 15, 2020, as the most memorable moment of her career.
Outside of work, Amy is blessed with two amazing children—Madelyn and Xander.

Rob Kulawiak Delegate, PBA Local 162
Rob Kulawiak is a seasoned law enforcement professional with over two decades of dedicated service. His career has been shaped by leadership, adaptability, and a deep commitment to public service.
A Strong Foundation
Rob is a proud graduate of West Milford High School, Class of 1993. Growing up in the community he now serves laid the foundation for a lifelong path of service and integrity.
Military Service
Following graduation, Rob enlisted in the United States Navy, serving as a Gunner’s Mate aboard the USS LaSalle, stationed in Gaeta, Italy. His time in the Navy equipped him with invaluable technical skills and leadership experience.
Technology and a New Direction
After completing his military service, Rob earned a degree from the Metropolitan Institute of Network Technology and began his career as a Network Engineer with Cantor Fitzgerald in New York City.
A Defining Moment
The events of September 11, 2001, profoundly impacted Rob and inspired him to pursue a new calling. He transitioned into law enforcement, joining the Vernon Police Department. During his seven years of service there, he also earned an Associate’s Degree in Criminal Justice from Sussex Community College.
Service to West Milford
Rob later joined the West Milford Police Department, where he continues to serve with distinction. He has taken on leadership roles within the department and the union, including serving as Vice President and currently as the Delegate of West Milford PBA Local 162. He also serves as the department’s Accreditation Manager, responsible for maintaining the highest standards of professionalism and operational excellence.
Continued Growth
Rob is committed to lifelong learning. He recently earned a Bachelor of Science degree in Data Networking & Security - Computer Science from Liberty University, further blending his technical expertise with his dedication to public safety.
Family and Community
Beyond his professional achievements, Rob is a devoted family man. He is married to his wife, Sharon, and together they are raising four children.
Carolyn Allison Guevara Recording Secretary
- I was born in Lima, Peru, on September 17, 1989, along with my twin brother. My family and I moved to the United States in the fall of 1993. I grew up in Passaic, New Jersey, where I attended Passaic Catholic Regional School for eight years before completing four years at Passaic County Technical Institute, majoring in Criminal Justice.
- After high school, I earned my associate degree in Liberal Arts from Passaic County Community College, then transferred to Montclair State University where I earned my bachelor’s degree in Psychology with a minor in Criminal Justice.
- Growing up, I became fluent in both Spanish and English—speaking Spanish at home and English outside the house. This skill has been invaluable in both my career and personal life.
- Following college, I worked at Lakeland Bank for four years in several roles. I began as a part-time bank teller in Hackensack, then moved to a full-time teller position, later becoming Teller Manager in Nutley. I then worked as a Fraud Analyst in Oak Ridge, before returning to Hackensack as a Personal Bank Consultant (PBC). Toward the end of my time at Lakeland Bank—before it merged with Provident Bank—I worked as a Float PBC in Morris County. Ironically, I would later become a Police Officer in West Milford, where the Lakeland Bank Corporate Office and Call Center are located in Oak Ridge.
- Before entering the Passaic County Police Academy in Wayne, I earned my EMT certification for both New Jersey and the national registry. I also became a certified substitute teacher and worked as a preschool teacher aide for Head Start of Morris County in Morris Plains. It was a rewarding experience working with preschool-aged children.
- Eventually, I decided to follow my true passion: law enforcement. I entered the Passaic County Police Academy on October 13, 2023, as an alternate route recruit. Two months later, on December 18, 2023, I received an offer from the West Milford Township Police Department. I remember that day vividly—it was the moment all my hard work paid off. On March 21, 2024, I became the first female in my family to complete a police academy.
- I now have one year and five months of experience as a law enforcement officer in West Milford. The journey has been a roller coaster, but I truly enjoy helping people in their most difficult moments. It is incredibly rewarding to bring some relief during challenging situations.
- I continue to expand my skills and education to become a better police officer. Recently, I became certified as a Child Car Seat Technician and a Crisis Negotiator for the West Milford Police Department. I am currently working toward my scuba diving certification, with hopes of joining the West Milford Special Operations Unit.
- On March 12, 2025, I became the West Milford PBA Secretary because I wanted to become more involved in our department’s PBA activities. So far, it has been a great experience, and I look forward to continuing to work as part of a team to bring more PBA events and activities to West Milford residents.
